Yes, TikZ looks quite impressive (despite the perhaps unfortunate name)- I've found that pstricks-add has tremendous functionality and doesn't require me to learn new syntax (given that I'm already versed in pstricks).

I think in both cases, as long as you are willing to work with a manual (and with a web connection for problem solving) anything is possible.
